The parties basically agreed on the project draft and suggested to add some issues, such as responsibilities and duties of the parties in the project, maintenance management plan of the project when the project was completed and put into use.

According to the project draft, scheduled contents include: complete monitoring system to collect information on rainfall, river levels, dam levels and flood situation, dam management device at the Management Office of 3 dams, device at the Flood Control Center in Hue; collect information of terrain and river with Lidar technology to build data system for flood control, improve reservoir operation manuals... The project aims at managing and operating effectively the existing dams, contributing to reducing damages caused by floods across the entire basin through the installation of hydrological monitoring devices and the improvement of warning systems.

Mr. Inoue, representative of JICA Tokyo Office, said JICA Tokyo Office would review the discussion and add to the project document, then submit to the Japanese Government in February 2017. If approved, the project will be funded to begin in March 2017. Therefore, all parties in the project should build cooperation mechanism from now on to be able to implement the project after it is signed.

On behalf of the provincial leaders, Mr. Nguyen Van Phuong was grateful to the Japanese Government and JICA for funding and directly implementing this project in Thua Thien Hue province. This is a very significant project for Thua Thien Hue province and in the region to be active in the prevention against unforeseen complicated happenings of climate change as well as to ensure the safety of reservoir operation, limiting bad situations that may occur. Thua Thien Hue province commits to coordinate with the MARD to ensure counterpart funds for the project as well as effective implementation of the tasks set out in the project document.
